Dr. Jamie M. Starling, UTRGV Associate Professor of history specializing in the U.S.- Mexico Borderlands from the Spanish colonial period through the nineteenth century will present on the history of people of African descent along the Spanish-Mexican frontier of the lower Rio Grande.
