William "Billy" Bulger, president of the Massachusetts Senate and the University of Massachusetts, wielded his political power through deal making and patronage. James J. "Whitey" Bulger, mob leader of the Irish-American Winter Hill Gang, wielded his power through racketeering, physical violence, murder, and extortion. Although William no longer holds his positions, forced to step down for failing to disclose to the FBI his brother's whereabouts, as of 2005 fugitive "Whitey" Bulger remained at large and on the FBI's "10 Most Wanted List."
